What we offer
At Parker Investigations, we provide a comprehensive range of investigative services with a commitment to excellence, integrity, and justice. Our expertise spans criminal investigations at both state and federal levels, offering our services in Oregon, Washington, Idaho, Colorado, Wyoming, and Arizona. Recognizing that justice knows no borders, we extend our reach beyond state lines and offer travel services for cases requiring out-of-state or international attention.
Client-Centric Approach:
We understand that not every case falls within our immediate scope of services. However, our commitment to assisting those in need extends beyond our direct capabilities. If, for any reason, we are unable to take on a case, we pledge to leverage our extensive network and connect individuals with reputable professionals who can provide the assistance required. At Parker Investigations, your pursuit of justice is our priority, and we are here to guide you through every step of the process.
State & Federal Criminal Defense: We conduct thorough, strategic investigations for felony and federal cases at all stages—pretrial, trial, sentencing, and post-conviction. Our work includes locating and interviewing witnesses, reviewing discovery, investigating alternate theories, and collaborating with experts. We understand the high stakes of criminal prosecution and are committed to ensuring no detail is overlooked in building a strong and just defense.
Sentencing Mitigation: Capital & Non-Capital: Our team brings capital-level mitigation standards—depth, compassion, and rigor—to all cases, regardless of charge. Whether a client is facing life in prison or a presumptive sentence, we conduct trauma-informed, narrative-driven mitigation that highlights the human story behind the charges. We specialize in developing comprehensive life histories, identifying systemic and psychological factors, and presenting this information to courts in a way that promotes dignity, context, and second chances.
Post-Conviction & Habeas Support: We assist with post-conviction and habeas corpus cases by identifying overlooked mitigation, ineffective assistance, and investigative gaps. Our work includes gathering new evidence, contextualizing past failings, and reframing the legal narrative to support relief and review.
Civil Rights & Police Accountability: We are deeply committed to civil rights investigation, including cases involving police misconduct, excessive force, wrongful death, and unconstitutional conditions of confinement. We work closely with attorneys, families, and impacted communities to uncover the truth, build evidentiary records, and pursue accountability through a trauma-informed and justice-centered lens.
Free Clemency & Compassionate Release Review (Oregon Only): We offer free consultations and reviews for adults currently incarcerated in Oregon who may be eligible for compassionate release under Senate Bill 520 or clemency under ORS 144.650. A team member will review case files, medical and age information, and other relevant circumstances to determine eligibility.
Clemency & Compassionate Release FAQ:
Who is eligible for compassionate release under SB 520? Eligibility is determined according to the requirements in SB 520, which generally considers serious medical conditions, age-related decline, or other “extraordinary” circumstances that significantly diminish a person’s ability to function safely in custody.
Who is eligible for clemency under Oregon law? Clemency (including pardons, commutations, or reprieves) is governed by ORS 144.650, which authorizes the Governor to grant relief under certain circumstances. Eligibility may depend on rehabilitation, humanitarian concerns, sentencing disparities, or other compelling factors.
What does a free review include? We provide a no-cost review of the AIC’s sentence and conviction information, medical or age-related circumstances, disciplinary and programming history, any factors relevant to SB 520 or clemency eligibility, and strengths/weakness for next steps for a potential petition. The AIC will receive a clear explanation of whether they appear to be eligible; if they are, our firm will assist with a social history narrative which could strengthen their case.
What information should I provide with my inquiry? Providing the following helps speed up the review process: Full name of AIC and SID number; current facility; any medical records or documented diagnosis (if applicable); age, release date, and sentencing details; a brief description of why you believe this AIC qualifies; a potential release plan (including address, names & ages of occupants in the home, confirmation that there are no weapons, dangerous animals, or individuals convicted of felonies residing in the home)
